Why does cost double each use?
Prior work penalty is 2^uses - 1 levels per item: 0, 1, 3, 7, 15, 31. It is why enchantment order matters.
What is the survival cap?
Anything over 39 levels shows "Too Expensive" in survival, no matter how many levels you have.
